Alaska Pollock Fishery: Sustainability, Management & Salmon Bycatch

Alaska Pollock (Gadus chalcogrammus), also called Walleye Pollock, supports one of the largest commercial fisheries in the world. But describing the fishery simply as “sustainable” misses the more interesting story: it is a large industrial fishery managed through stock assessments, catch limits, sector allocations, extensive monitoring and specific programs designed to reduce bycatch.

For consumers, chefs and seafood buyers, understanding that management system is more useful than repeating marketing labels. This article explains how the U.S. Alaska Pollock fishery actually works, where the fish comes from, what the current stock picture looks like and why salmon bycatch remains an important issue.

Where U.S. Alaska Pollock Is Caught

Alaska Pollock is distributed across the North Pacific, with the largest U.S. concentrations in the eastern Bering Sea. NOAA Fisheries manages U.S. pollock as five separate stocks covering the Eastern Bering Sea, Aleutian Islands, Bogoslof area and different portions of the Gulf of Alaska.

The majority of the U.S. catch comes from the Bering Sea, while important fisheries also operate in the Gulf of Alaska.

What “Sustainably Managed” Actually Means

NOAA Fisheries currently describes U.S. wild-caught Alaska Pollock as sustainably managed and responsibly harvested under U.S. regulations. That does not mean every pollock stock has exactly the same status. NOAA reports that the Aleutian Islands, Eastern Bering Sea and Western/Central/West Yakutat Gulf of Alaska stocks are not overfished. Population levels for the Bogoslof and Southeast Gulf of Alaska stocks are listed as unknown, with management measures in place.

This distinction matters. Responsible seafood information should describe the actual stock structure rather than turning “Alaska Pollock” into one blanket biological claim.

Who Manages the Fishery?

The fishery is managed by NOAA Fisheries together with the North Pacific Fishery Management Council under federal groundfish fishery management plans for the Bering Sea/Aleutian Islands and Gulf of Alaska.

Scientists conduct surveys and stock assessments, managers establish harvest specifications, and the fishery operates under catch limits and monitoring requirements. Management can change as stock conditions, ecosystem information and bycatch concerns change.

The American Fisheries Act and the Bering Sea Pollock Fleet

The American Fisheries Act of 1998 fundamentally shaped the modern Bering Sea and Aleutian Islands pollock fishery. It established eligibility rules for vessels and processors, sector allocations and a framework that allowed fishing cooperatives to form.

For the Eastern Bering Sea fishery, Community Development Quota groups receive 10% of the total allowable catch. NOAA describes the remaining allocation as 50% to catcher vessels delivering inshore, 40% to catcher-processors offshore and 10% to catcher vessels delivering to motherships.

This structure is one reason the fishery cannot be understood as a simple open-access race for fish. Harvest rights, eligible participants, monitoring and allocations are built into the management system.

How Pollock Is Harvested

U.S. Alaska Pollock is primarily caught with trawls towed through the water column. Pollock forms large schools, making midwater or pelagic trawling an efficient harvesting method.

It is important not to oversimplify the gear discussion. NOAA notes that pelagic trawl gear can sometimes contact the bottom, although its habitat impact is considered minimal. Saying that pollock trawls “never touch the seafloor” is therefore too absolute.

Monitoring and Bycatch

Bycatch is one of the most important parts of the Alaska Pollock story. NOAA reports that less than 1% of the total catch in the Alaska Pollock fishery consists of other species, but the significance of bycatch cannot be measured only by percentage.

Pacific salmon—especially Chinook and chum salmon—is a major management concern because these fish support commercial, recreational and subsistence fisheries and are culturally important to Alaska communities.

In the Bering Sea pollock fishery, salmon monitoring is exceptionally intensive. NOAA states that catcher-processors carry observers, catcher vessels carry an observer or electronic monitoring system on every trip, and processing plants monitor deliveries. Cameras and biological/genetic sampling are also used. The objective is not merely to estimate salmon bycatch but to count it and better understand the stocks of origin.

Chinook and Chum Salmon Bycatch Programs

Federal management has added several layers of salmon-bycatch controls over time. Amendment 91, implemented in 2011, combined Chinook salmon limits with incentive plan agreements and performance standards. Amendment 110, implemented in 2016, expanded the approach into a comprehensive Chinook and chum salmon bycatch avoidance program.

The pollock industry also uses cooperative information and observer data to identify salmon bycatch hotspots and avoid areas where encounters are elevated. Research continues on salmon excluder devices and on how ocean conditions influence where pollock fisheries and salmon overlap.

This is an important point for consumers: a fishery can be well managed and still face real environmental challenges. Sustainability is a management process, not a claim that impacts have disappeared.

Why Alaska Pollock Matters to Seafood Processing

Pollock is not simply a fillet fish. NOAA reports that close to half of Alaska Pollock products are fillets, roughly one-quarter are surimi and almost one-fifth are roe. This makes the species important across retail seafood, foodservice and industrial seafood processing.

During more than three decades in the seafood industry, I have worked around pollock, cod, shrimp and other groundfish operations and spent roughly 20 years operating a seafood processing business in Kodiak. From a processor’s perspective, the value of a fishery is not determined only by the volume landed. Handling, processing speed, freezing, grading, recovery, product form and market demand determine what the raw material ultimately becomes and what quality reaches the customer.

That is particularly visible with Alaska Pollock because one species feeds several very different markets: fillets and blocks, surimi, roe and other value-added products.

Pollock, Surimi and Roe

Alaska Pollock is one of the most important raw materials for surimi because of its mild flavor, light-colored flesh and functional proteins. Pollock roe is also a significant commercial product, especially in Asian markets.

These processing markets help explain why the economics of the pollock fishery are much more complex than the retail price of a frozen fillet. Different parts and product forms can move through entirely different supply chains and end markets.

2024 Scale of the U.S. Fishery

For perspective, NOAA reports that commercial Alaska Pollock landings from the Bering Sea and Gulf of Alaska exceeded 3 billion pounds in 2024 and were valued at approximately $432 million at the landing level. The value of finished products farther down the supply chain is a different economic measure and should not be confused with ex-vessel landing value.

Is Alaska Pollock a Responsible Seafood Choice?

For U.S. wild-caught Alaska Pollock, NOAA’s current assessment is positive: the fishery is sustainably managed and responsibly harvested under U.S. regulations. The strongest reasons are not slogans but the underlying system—science-based stock assessments, catch limits, sector management, observer and electronic monitoring, bycatch programs and continuing management adjustments.

At the same time, salmon bycatch, changing ocean conditions and differences among individual pollock stocks deserve continued attention. That more nuanced picture is a better representation of a modern commercial fishery than calling it either environmentally perfect or environmentally destructive.
