Bluefin Tuna Regulations: Check Current Rules Before You Fish

Bluefin tuna rules can change during the season as quotas are reached, so anglers should verify the current NOAA Fisheries fishery status and permit requirements before every trip. The information below reflects U.S. Atlantic bluefin rules as of September 2026 and is not a substitute for the current regulations.

2026 Atlantic Recreational Retention

For private vessels fishing under an Atlantic Highly Migratory Species (HMS) Angling permit, NOAA Fisheries currently allows up to 2 bluefin tuna per vessel per day or trip measuring 27 to less than 73 inches curved fork length, with no more than one fish in the 47-to-less-than-73-inch class. The 73-inch-and-larger recreational trophy subcategories are closed for the remainder of 2026. NOAA can change retention limits or close a fishery in season, so always check the current NOAA status page before departure.

Permits and Reporting

To recreationally harvest Atlantic bluefin tuna in federal waters—and in state waters of most Atlantic states—the vessel owner must hold the applicable HMS Angling or HMS Charter/Headboat permit. Retained bluefin and bluefin discarded dead are subject to NOAA reporting requirements. Charter and headboat limits differ from private-vessel limits.

Gulf of America Rules

NOAA does not allow targeted recreational fishing for Atlantic bluefin tuna in the Gulf of America. The Gulf trophy subcategory closed on May 21, 2026, and is closed through December 31, 2026. This is why a generic statement such as “one bluefin per vessel in the Gulf” is not an accurate description of current rules.

Commercial Fishing Is a Different Category

Commercial Atlantic bluefin fisheries operate under separate permit categories, quotas, minimum sizes, restricted-fishing days and in-season closures. For example, the General category generally applies a 73-inch minimum curved fork length, but retention limits and open periods can change during the year. Recreational anglers should not use commercial General-category limits as recreational bag limits.

Pacific Bluefin Tuna

Pacific bluefin tuna are managed under a different framework. NOAA reports that the Pacific bluefin stock is currently not overfished and not subject to overfishing. Recreational anglers on the West Coast should check current state and federal requirements applicable to their trip rather than applying Atlantic rules.

Why the Rules Change

Bluefin management is quota-based and responsive to landings and stock information. ICCAT adopted a management procedure for Atlantic bluefin tuna in 2022, and total allowable catches for the eastern and western management areas are set through that framework. NOAA may adjust U.S. retention limits during the season to stay within the U.S. quota.
