Cook the bacon in a large pot until crisp. Remove the bacon and set aside.
Add the onion and garlic to the pot and sauté until translucent.
Add the flour and cook for 2-3 minutes, stirring constantly.
Add the chicken broth, clam juice, potatoes, thyme, and bay leaf.
Bring to a boil, then reduce the heat and simmer for 20-25 minutes or until the potatoes are tender.
